The incumbent is the BHSOAC’s Subject Matter Expert to all administrative personnel functions that are critical to the basis and daily operations of the department.

RESEARCH SCIENTIST II (SOCIAL/BEHAVIORAL SCIENCES)
Under the general direction and supervision of the Research Supervisor, the Research Scientist (RS) II serves as a highly skilled social and behavioral scientist and key member of the Research and Evaluation Division at the Behavioral Health Services Oversight and Accountability Commission (BHSOAC). The RS II uses scientific research and analytic skills to study and evaluate mental health policy, programs, and practice, with particular emphasis on using data-driven methods to identify opportunities for innovation in the community-based mental health system.
The RS II will independently and as a team member conduct scientific research studies and evaluation activities for management, the Commission, and committees. The RS II will work with Research Data Specialists and other Research Scientists within the Division to use creative and critical judgment to use information from large databases to develop summary statistics at statewide and county levels, and for policy research projects. Duties require high-level contact with Commissioners, Legislators, Legislative staff, State agencies, local mental health representatives, advocacy groups, mental health clients and family members, and various stakeholder organizations.
The RS II may be required to be involved in all or some of the following activities: 1) Using scientific procedures to analyze and evaluate existing data related to mental health outcomes; 2) Development of methods for projects, tracking, evaluating, monitoring, and assessing behavioral health data and information; 3) Management of research and evaluation contracts; 4) Acting as a technical scientific subject matter expert within the Commission as well as externally to other state and local organizations; 5) Delivering scientific technical assistance to support internal and external evaluation efforts. Under the general direction of the Commission’s Executive Director, the Deputy Director of Program Operations, Research, and Evaluation provides executive-level leadership for a team of multi-disciplinary professionals who collectively work to implement the mission of the Commission for Behavioral Health (CBH) in accordance with Behavioral Health Services Act (BHSA) requirements. This involves overseeing and fostering collaboration across teams that are responsible for operating contract and grant programs that address the needs of individuals living with mental health and/or substance use (i.e., behavioral health) conditions and researching/evaluating the effectiveness of these grant programs, as well as various components related to behavioral health, as mandated in statute or directed by CBH Commissioners. The Deputy Director is also responsible for leading these teams to compile available information from CBH research/evaluation findings and recommendations, and from other reputable sources. This information is used to inform the Commission’s activities, decisions, and policy development. This work requires the Deputy Director to make intentional efforts to engage participation from diverse communities that represent individuals who have lived experience with mental health and/or substance use disorders, their family members, caregivers, and others, incorporating their input/perspectives on all aspects of the Commission’s work related to grants and research/evaluation. The Deputy Director’s responsibilities directly and indirectly impact the State of California’s community mental health and substance use disorder policies and programs and the millions of Californians who depend on the system for their health and wellbeing. The Deputy Director advises the Executive Director, Commission, and the Administration on highly sensitive, politically salient, and complex issues related to BHSA policies and programs.
