Accelerating Transformational Change: 2024-2027

Aligning with Behavioral Health Transformation

California voters passed Proposition 1 in March 2024, transforming the Mental Health Services Act into the Behavioral Health Services Act (BHSA). The BHSA aims to support Californians living with the most serious mental health and substance use disorder needs. To better align with the BHSA’s priorities, the Commission created an addendum to its current Strategic Plan, which was adopted before the passage of Proposition 1.

The Commission adopted the addendum at its May 2026 meeting. The addendum was drafted by a Strategic Plan Advisory Committee, created in January 2026 to partner with community members in public meetings to establish updated priorities.

The addendum to the 2024-2027 Strategic Plan contains four priorities for 2026 and 2027 to better align with the BHSA.

  • Priority 1 – Meet the Needs of People with the Highest Behavioral Health Needs
  • Priority 2 – Ensure that the Substance Use Disorder Continuum is Incorporated Throughout the Commission’s Work
  • Priority 3 – Expand Peer Behavioral Health Services
  • Priority 4 – Build the Evidence Base for the Effectiveness and Sustainability of New and Innovative Statewide Strategies
