Monthly Allocation Dashboard

Identifying the monthly allocation of county funds appropriated for BHSA services

Counties receive monthly BHSA allocation from the State Controller’s Office (SCO) based on prior month’s tax collection. This dashboard displays information on monthly allocation amounts by Mental Health Program (MHP) from August 2012 to present. To learn more about how allocation is determined please reference Department of Healthcare Services information notice 24-038 located, https://www.dhcs.ca.gov/provgovpart/Pages/2024-BH-Information-Notices.aspx.

Data for this tool is from SCO’s website on BHSA funds appropriation. Amounts displayed in this dashboard exclude withholding/returning of BHSA funds due to late filing of Revenue and Expenditure Reports (RERs) but do include re-allocation of reverted BHSA funds. Displays on monthly allocation amounts, month over month comparison and fiscal year-to-date comparison, at both statewide and MHP level, are included. Data was last updated on December 16, 2025.

Key Findings/Highlights

For the month of December 2025, statewide allocation is up 0.6% compared to the same period from fiscal year 2024-25.
For fiscal year 2025-26 (July 2025 to December 2025), statewide allocation is down 45.2% compared to the same period from fiscal year 2024-25.
The significant decrease in August allocation relative to the previous year is likely due to a lower distribution of accrual accounts in August 2025.
